tl;dr: This, in summation, explains how everything works. There are some mechanics that explained elsewhere, but you need to read this first. Don't skim, I know it's a lot so take your time to read through them. If you have trouble understanding something, please contact staff, another member, or even me.
∞) Any Pokemon below 15 has two Move Slots. Pokemon at or above Level 15 unlock their third, and at 25 they unlock their fourth.
0) You are allowed only one account. You may make multiple characters, however your account can only be in one group at a time.
.5) We try to follow the game mechanics with some inclusion of anime physics. If your Pokemon is paralyzed, it shouldn't be moving at the speed of light. If it's burned, it probably isn't literally on fire... it's singed. Just common sense.
NO THUNDER ARMOR ALLOWED
1) Upon having your character approved, you are allowed to roleplay (and create "In Character" threads). You can't make a thread in a subboard where it says you REQUIRE A HM, unless a Pokemon in your party knows it. You are allowed to have multiple threads going at once. Wild Pokemon Moderators will adjust the levels of wild Pokemon you encounter to roughly match the levels of your party. To make sure that you always encounter something you can handle, raise all of your Pokemon somewhat evenly.
2) You may challenge Gym Leaders (NOT the Elite 4) out of order. To ensure fair Gym/League battles and fun sport, your Pokemon's levels are temporarily decreased to the same level as a Gym Leader's strongest Pokemon, or their levels are temporarily decreased to your strongest. Moves are unaffected.
3) Poke Balls are built to only capture Pokemon. The less healthy the Pokemon, the harder it is for them to fight back. Throwing a Poke Ball at a Pokemon when it has fainted is not a guaranteed catch, however, and the reason is that all standard Poke Balls are imperfect and never have a 100% capture rate (with few exceptions).
4) You may name your threads on the board however you like as long as they're appropriate.
5) "People bleed, as do pokemon, and things die. Not everyone is out to help others, and there are creatures that are [downright] cruel."
However, you may not kill a member's character or Pokemon unless he or she gives you permission. You are allowed to have mature elements such as blood and death, but descriptive sexual content is forbidden.
6) Don't cheat or be unfair. Godmodding is not permissible, and it will get you banned. We use the freeform RP trust system:
Pokemon A attacks Pokemon B.
Pokemon B's owner decides as fairly as possible if it hits or not.
Pokemon B attacks Pokemon A.
Pokemon A's owner decides as fairly as possible if it hits or not.
Battles are much more complex, but that gives you an idea of how it's decided. If a Pokemon has a status (Poisoned, Burned, etc) it is up to the status receiver's owner to decide how badly it's affected. Be fair, or no one will want to RP with you and you won't accomplish anything. It's that simple.
7) When your character profile is approved, you may update your character's profile to include your entire party. Editing of the Character Creation Template after you are approved will result in your character being frozen. Aesthetic, cosmetic, and spelling corrections are fine.
All Pokemon that are not in your party need to be in Bill's PC. To officially put a Pokemon in Bill's PC, you must create a thread in the Bill's PC board and keep a record of the Pokemon in there. You may make your own template.
8) To buy items with your Centz or Rare Candies, post in the General Store (Shop) and fill out the template so we know what you're buying, in what amount, and for how much. To get certain Key Items, you must either buy or earn them. Some Technical Machines (TM) will be available in the High End Machines (Shop), and these will variate from month to month. One Hidden Machine (HM) will also be available; it changes randomly.
9) Gym Leaders may give out a TM of their choice upon defeat; they never give out HMs. Gym Leaders must have a strategic competitive Pokemon Team. Those Trainers have hopes and dreams...and it's up to you to crush them!
Elite 4 are not obligated to give out TMs.
10) Rare Candies are used like in the games (leveling up Pokemon); they are the only way to level up your Pokemon in the Inyo Region, but don't worry... you can earn them from every battle.

11) All Pokemon can only master (know) 4 moves at once. Pokemon can only master moves of their current level, unless your Trainer class allows you a perk. Move Sets are only changed when a new move may be learned, and these changes are effective immediately. It is up to you to manage your moves fairly.
12) Shiny Pokemon are received only through breeding. For a fee they decide, Breeders may breed your Pokemon or their own Pokemon and give you an offspring. Pokemon breeding yields two eggs, yet rare Pokemon give only one egg per breeding. Rare Pokemon breed after 20 posts and regular Pokemon breed after 10 (only posts of the final egg recipient are counted).
Similarly, eggs hatch at a fixed rate of 20 posts for rare eggs and 10 posts for regular eggs. Hatched Pokemon start at level 1.
